To start the Toro Recycler 21-inch 22289 Mower, first ensure that the fuel tank is filled with fresh gasoline and the oil level is adequate. Press the primer bulb three times if the engine is cold. Pull the starter handle briskly to start the engine.
If the mower doesn't start, check the fuel level and ensure it's not stale. Verify the spark plug connection and clean or replace it if necessary. Ensure the air filter is clean and not clogged.
It's recommended to change the oil after the first 5 hours of use, and then every 50 hours of operation or at the beginning of each mowing season.
Ensure that the mower blade is sharp and balanced. Regularly clean the underside of the mower deck to prevent grass buildup, and mow when the grass is dry.

To ensure effective bagging, regularly check and empty the bag to prevent clogging. Ensure the blade is sharp and the grass is dry when mowing. Adjust the cutting height to suit the grass conditions.
