To transfer Pokémon from HeartGold to a newer generation game, you need to use the Poké Transfer Lab in Pokémon Black, White, Black 2, or White 2. First, transfer your Pokémon from HeartGold to one of these games using the Pal Park feature in Pokémon Diamond, Pearl, Platinum, HeartGold, or SoulSilver. Then, use the Poké Transfer Lab feature to move your Pokémon to later generations.
