To unlock all characters in Mario Kart Wii, you need to complete various challenges such as winning cups and time trials. For example, win the 50cc Star Cup to unlock King Boo, and complete 8 different Time Trials with a fast staff ghost to unlock Funky Kong.
Clean the disc with a soft, slightly damp cloth, wiping from the center outward. Ensure there are no scratches or smudges. If the problem persists, try using a different disc to check if the Wii console is the issue.
