To perform a factory reset, go to Settings > Backup & reset > Factory data reset. Follow the on-screen instructions and confirm the reset. Note that this will erase all data on your device.
First, ensure the charger and cable are functioning by testing them with another device. Clean the charging port of any debris. If the issue persists, try a different power outlet or charger, and consider replacing the battery if it's old.
To extend battery life, reduce screen brightness, limit background app activity, use Stamina Mode, and disable features like Bluetooth and GPS when not in use.
