To change the oil, first warm up the engine for a few minutes to thin the oil, then turn off the engine. Place a pan under the oil drain plug, remove the plug, and allow the oil to drain completely. Replace the drain plug, remove the oil filter, and install a new one. Refill with the recommended engine oil and check the level with the dipstick.
If the tractor won't start, check the battery connections for corrosion or looseness, ensure the fuel tank has fuel, and verify that the spark plug is clean and properly connected. If the problem persists, inspect the ignition switch and starter motor.
