To start the Toro Super Recycler 21383, ensure that the fuel valve is open, the throttle is set to the choke position if the engine is cold, and the safety handle is engaged. Then, pull the starter cord firmly.
If the mower won't start, check for sufficient fuel, ensure the spark plug is connected and in good condition, and verify that the air filter is clean. Additionally, make sure that the safety handle is properly engaged.
To adjust the cutting height, locate the height adjustment levers on each wheel. Move the levers to the desired height setting, ensuring all wheels are set to the same level for an even cut.
To clean the mower deck, ensure the engine is off and the spark plug is disconnected. Use a hose to remove grass clippings and debris, and then wipe the deck with a cloth. Avoid using harsh chemicals that can damage the deck.

It is not recommended to mow wet grass as it can cause clumping and may lead to an uneven cut. Additionally, mowing wet grass can increase the risk of slipping and damage to the mower.
