To start the Toro Super Recycler 21-inch 21564 Mower, ensure the fuel valve is open, the spark plug is connected, and the safety key is inserted. Pull the starter handle sharply while holding down the safety bar.
If the mower doesn't start, check the fuel level and add fresh fuel if necessary. Ensure the spark plug is clean and properly connected. Also, verify that the air filter is clean and not clogged.
Regularly inspect the cutting blade for damage and sharpness. Sharpen the blade at least once a mowing season or replace it if it's damaged. Disconnect the spark plug before performing any maintenance.

To improve mulching performance, mow when the grass is dry and regularly maintain sharp blades. Adjust the mowing height to avoid cutting too much grass at once.
