To start the Toro Recycler 48-cm 20821 Mower, ensure that the mower is on a flat surface. Check that the fuel valve is open, set the choke if necessary, and pull the starter handle briskly. Make sure the blade control lever is engaged as you do so.
If the mower doesn't start, check the fuel level and ensure fresh fuel is used. Verify that the spark plug is clean and properly connected. Also, check the air filter for clogs and ensure the choke is set correctly.
