To start the Toro Recycler 21-inch 22196 Mower, ensure the fuel valve is open, the spark plug is connected, and the throttle is set to 'choke'. Pull the starter handle briskly.
If the mower doesn't start, check the fuel level, ensure the spark plug is not fouled, and make sure the air filter is clean. Also, verify that the blade control lever is engaged.
