To start the Toro 39684 mower, ensure the fuel valve is open, set the throttle to 'choke' if the engine is cold, pull the recoil starter grip slowly until you feel resistance, then pull quickly. For electric start models, turn the ignition key to start the engine.
Check if there is enough fuel in the tank, ensure the spark plug is connected and in good condition, and verify that the air filter is clean. If the problem persists, consult the user manual for further troubleshooting steps.
