To start the Toro 21-inch HP 16551 Mower, ensure the fuel valve is open, the throttle is set to the 'fast' position, and the safety bar is held against the handle. Then, pull the starter rope firmly.
Use SAE 30 oil for warmer temperatures above 32°F (0°C) and SAE 10W-30 for colder conditions. Always check the owner's manual for specific recommendations.
