To start the Toro 21-inch 20584 Mower, ensure the fuel valve is open, the throttle is set to "choke" for a cold start, and pull the starter rope briskly.
The recommended maintenance schedule includes checking the oil level before each use, cleaning the air filter every 25 hours, and sharpening the blade annually.
If the mower is not starting, check the fuel level, ensure the spark plug is connected, and verify that the air filter is clean.
Use SAE 30 oil for temperatures above 32°F (0°C) and 10W-30 for temperatures below 32°F (0°C).
To replace the blade, disconnect the spark plug, tilt the mower to access the blade, and use a wrench to remove and replace it with a new one.
